             Earlier direct recruitment for the post of PRTs/TGTs & Miscellaneous categories of teachers was done at the Regional level by constituting Selection Board.  Promotions to the aforesaid posts from feeder grades/posts used to be done centrally at the Headquarters.  The appointment of selected candidates was also done within the region.  The promotion as well as the appointment by direct recruitment of PGTs, Vice-Principals and Principals were/are made centrally at the Headquarters level.  Applications were shortlisted for interview on the basis of pre-determined evaluation criteria based upon academic professional achievements and achievements in co-curricular activities.

             In 1999, the need for centralization in the recruitment process was felt in order to ensure greater degree of objectivity, transparency, uniformity in standard and selection of teachers on the basis of proven merit as independently assessed on a uniform and standard criteria.  It was, therefore, decided to centralize the recruitment of all teaching and non-teaching posts except Group D.  In new system, all candidates who possess the requisite qualifications prescribed for the post are required to take written examination and based on merit list drawn on the basis of their performance in written test, interviews are held and select panels are prepared.  Based on this decision written tests followed by interviews were held for filling the posts of PRTs/PGTs/TGTs and Principals during 2003-2004 and 2004-2005.

 SHORT TERM MEASURES TO FILL UP THE VACANCIES.

             In order to ensure continuous availability of teachers against the vacancies, a scheme exists in Kendriya Vidyalayas by virtue of which teachers can be appointed on contractual basis for a period not exceeding one year.  The BOG has also approved a proposal for appointment of teachers on part-time basis depending upon their need and requirement.  The Kendriya Vidyalayas have been instructed to ensure that existing vacancies are filled up by taking the aforesaid measures. 

 RESERVATION POLICY.

             Kendriya Vidyalaya Sangathan follows the reservation policy of the Government of India in the matter of recruitment and promotion of both teaching and non-teaching staff. 

 DIRECT RECRUITMENT

            The direct recruitment is made through a rigorous recruitment process. Posts are advertised in all leading dailies including “Employment News” on All India basis. Applications received in response to the open advertisement are scrutinized and applicants are subjected to a written test at different centers throughout the country. Candidates qualifying for interview are then interviewed by a duly constituted Selection Committee after which select panels are drawn and candidates are offered appointment to the posts for which they have been selected. The panels are prepared on provisional basis and confer no right on candidates for appointment. The life of the panels is predetermined and panels cease to be operative thereafter.

PROMOTION

            Vacancies earmarked for promotion are filled up from amongst the zone of consideration of the existing staff on the basis of seniority-cum-fitness or seniority-cum-merit as provided for in the Recruitment Rules. The select lists are prepared by duly constituted Departmental Promotion Committees. The meeting of the Departmental Promotion Committees are held as frequently as possible.

LIMITED DEPARTMENTAL EXAMINATION

There are certain categories of non-teaching posts which are filled up by internal examination limited to the departmental candidates.
